Yes all waypoints created are by default private.

If you choose to share a waypoint to another person, then that waypoint only is available for them to view and save to their account.

If you delete a waypoint after you share it, the shared waypoint will no longer load. If they have saved the shared waypoint to their account, that will remain a part of their account.
